Data burst?

I am in new york city to visit family, i took vacation early, i have signal stalker going and i came across 173.2850, it sounds like maybe either encryption or data burst, i am leaning more for encryption because the lengths of TX are different each time, i looked this up in the FCC ULS and nothing came up nationwide or for the state of new york, i am not sure if this is 173.2875, but my scanner rounded it off to 173.285,

It is data for a hydrological system. There is a thread around here with links to the national database on these. I'll see if I can dig it up. These are common on both VHF and UHF G bands. If you search you will hear many of them (I do).

Now what purpose do these serve? i have only got 173.2875 as of now on my pro 137, i dont have a digital scanner, so i dont know if these TX in P25 data?

I know i also get a constant stream of data on 451.2500, i am staying in white plains with my sister, so i am not sure what is around with that frequency?

Our city water dept. sends digital transmissions on 173.2875 mhz. I never heard any voice transmissions...
