The frequency you listed is covered under the KDC618 license, which also covers the "CFD 800 Data" frequency. I don't live near Chicago, so I won't be too much help, but maybe that'll get you somewhere.

The Chicago Office of Public Safety Administration has a license (WCN847) for multiple fixed control transmitters on the input (810.4375) to this repeater frequency. In the eligibility notes, it states "GOVERNMENT ENTITY; PROVIDES PUBLIC ADDRESS & WARNING SYSTEMS" (PAWS). Not sure if that has anything to do with their Emergency Warning System (EWS) sirens or not, listening to 855.4375 around 10am on the first Tuesday of the month might tell. The license also lists KDC618 as an associated callsign.
