I downloaded the ARC433 software for my scanner. I have one cable that goes from my scanner to a DB-9 conection. I don't have a DB-9 port
on my computer,so I purchased an adapter. ARC433 does not communicate with the scanner.

Not sure you can do that with a USB adapter. You need the Radio Shack 20-047 USB scanner programming cable:

There is nothing wrong with using a USB->RS232 adapter with a serial cable. I do it all the time. All the RS 20-047 is a single package USB->RS232 & programming cable in one piece that is dedicated to that one function. No, I will take my one USB adapter and the several serial cables (that hook up to all my scanners) and use it.

Almost. The 20-047 is USB <-> Serial, where "Serial" uses the voltage levels expected by the radio. The 20-047 conspicuously leaves out the "RS232" part - since it's the "RS232" <-> "Scanner voltage" conversion that is sometimes problematic in other cables (e.g. 20-289), no matter what type of serial port is used.

I stand corrected on the serial vs RS232 issue. I have never had a problem with any Pro-9x scanner and either the RS or Purple cable (I will admit that I never tried the RS 20-289 on my Pro-95 before getting rid of the radio), but I will admit that I do remember their being issues with the RS cable and the Pro-95.

In any case, my point remains the same, a USB->Serial adapter is a multi-function tool; the 20-047 USB programming cable is a $30 uni-tasker.
