Seems like it's tone out only and they don't respond to the pages, am I wrong about this?

01 is the dispatch talkgroup only. Responses are typically 02, one of the EMS TG's or assigned fireground TGs.

If you are listening to DCFD through the VHF simulcast, that's all you will hear. You will need to monitor the trunking talkgroups in order to hear responses.
