DEA Channel 4 has been very active this afternoon in my area but it seems I am only hearing one side of the communication. I just added the new P25 DEA channels from the monitoring times fed files to see if I can pick anything else up but I don't see why i can't hear both sides of the communication listening to channel 4. I also scanned through the other channel 1-8 to see if there is anything there but nothing. What is going on here?

That frequency (418.6750 MHz) is traditionally simplex. You are most likely hearing someone in the air providing observations to ground units. They normally run fairly low power on the simplex channels, so you would have to be pretty close to hear them.

DEA Channel 4 is a simplex channel, you'll only hear radios in your general vicinity. Does the radio you're hearing sound like an Aircraft? An aircraft can be heard over great distances due to it's altitude.
Another possibility is the radio you're hearing is operating in the clear while others are encrypted.

Yes actually it was an air unit telling ground units about a subject. If known how close would I have to be to hear the ground units cause that woud be pretty cool. Also, what type of aircraft is used to do this type of survaillance?

Depending on your antennas, obstructions, altitude etc the ground units would only be heard for a very short distance, a mile or two at best. The aircraft could be most any small aircraft, fixed wing or rotary.
