Last year there was discussion of DEC licenses from the FCC ULS talking about a statewide P25 system with those couple freqs in the 170 range, the ones with the concurrence with the USDA.
Now it looks like there is something more, there are new licenses in the ULS across the state. New VHF licenses showing up as trunked with 9K80D7W, 9K80F1E P25 Phase II emission designators.
Some licenses appear to stay conventional while there are these trunked licenses with new freqs and existing freqs. (NEW YORK STATE DEPT OF ENVIRONMENTAL CONSERVATION - Radio Service YW - Public Safety Pool, Trunked).
The document is dated from last year but appears revised for these new licenses
