I’m just seeing if someone that knew if they were using the DES or AES-256 only two radio systems that Delaware has. Just being noisy
Just moved into the Lewes area recently and thinking about getting an SDS 100. Anything still available to monitor besides Fire EMS.
Seems like Delaware is very encrypted.

It seems this document was prepared to explain to the FCC the state's usage of 700 MHz frequencies. It notes that most usage of 700 channels is on the Maryland First system. It further explains the existing DELWIN 700 MHz system will remain independent to the "refreshed" 800 MHz public Safety system, and each would serve as a backup system to the other. No mention of using 700 channels in the refreshed 800 system. Note the field strength threshold of 118 dBm would require a high-quality receiver in fringe areas and would have poor talk-in performance using portable radios due to low site density.

The document referenced in the current link shows concurrence / RPC approval for the addition of P25 emission types to licenses for the 800 MHz system sites in New Castle County.

In that letter, it listed all the frequencies for the state it’s gonna be a P25 phase 2 system

Actually, it does not list all the frequencies for the state. It shows frequencies for the following 6 tower sites:

Talley Hwy;
Bissell Hospital;
I-95 Toll Plaza;
Lums Pond State Park;
Knotts Pit Property;
Claymont.

It does, however, add emission designators for P25 LSM (simulcast) and TDMA (Phase 2), as noted in the cover letter.

The RPC document expresses approval for the 8 listed Call Signs in the cover letter, but only attaches the Form 601 for WPSI864 and its associated frequencies - not the entire state. But each Call Sign / license probably has a similar 601 filing attached to its record.

One more point. While the modified licenses include emission designators for TDMA, that does not mean that the system will be Phase 2. It does mean that they could use TDMA. There are plenty of systems around the country that include 9K80D7W in their licenses, indicate Phase 2 capability in the control channel stream, yet operate in FDMA mode. Delaware does need more channel capacity, so I would not be surprised if they implement TDMA at some point, but they will need to build more tower sites, supplement indoor coverage with BDAs, install DVRS, or a combination of these technologies to support it.

Same here. Can't wait.
Same here. There are two remaining jurisdictions that I monitor that are still on SmartZone systems: Anne Arundel County and the state of Delaware. AACo will be transitioning by the end of this year, Delaware by the end of next year.
