The big shift in this area started when DPD switched over to their Motorola system in 2019 and the media was shut out with an unreasonable "contract" the city demanded for access. Shortly after, in my view, a majority of L.E. in the area jumped on the bandwagon seeing Denver's approach to the media was successful. Sure the state passed the "open dispactch" law which so far has been ineffective and poorly written.
Denver's approach to the public and media was long before the Century incident. They went EDACS in 1992. Scanners caught up to it. ESK in 2008 same thing. 2019 Game over for the media/public. The way I see it CBS busted certain DFD brass for shenanigans and the current situation is retaliation for it.
