According to Motorola.. its already started...
A Motorola Rail Solution is Up and Running in Oregon

Two Freight railroads and our national passenger rail in concert with the Oregon Department of Transportation have successfully deployed Project 25 implementations.

I can say that by 2008, CN/IC will begin implementing digital,.. as will several other railcorps.... It will start out on just the SNFM freqs... Then eventually progressively be used on ALL the rail freqs. By 2012 if all the plans work out,.. at least rail will be fully digital on VHF, as well as the local yard TRS's, and the few track side TRS's in planning. BNSF, and one other according to Motorola have active live TRS's for certian yards.

Yup. A five channel P25 system on the Railroad frequencies (don't have them handy, but I believe they are here in the Database. Look for Union Pacific in Oregon).
