Digital I-calls on the Tulsa Site

I have been monitoring I-calls on the Tulsa 800 site with my BCT 780 and am hearing a few that are digital. Does anyone have a digital radio that can pick up I-calls here in Tulsa? I know it's not EMSA because I confirmed with an employee of EMSA. He said they don't use the I-call function so I think it might be some type of law enforcement. Any ideas?
