Downey Fire

Is Downey Fire or Area E Changing their Frequencies? I was just checking the fcc web site and noticed that they have pull a hole bunch of new UHF frequencies this year. I live in La Habra and I have also noticed that La Habra Heights Fire( LHHF) has been testing but they have not pulled any new Frequencies But LHHF is part of Area-E. here is what i found.
