Back in March 2018 the FCC released a public notice about a "streamlined procedure" to authorize non-federal public safety entities to license the NTIA federal interoperability channels.
The DPS must have seen that and decided they wanted to do it.
In April 2018 they filed an application.
The FCC has been sitting on it for almost 4 months and hasn't issued a license yet.
I guess the DPS got impatient and wants their frequencies NOW so on August 1 2018 they filed another application for a STA.
The FCC has been sitting on this one for 3 weeks so far.
