DPS "Ocean" Units

Quick question, I've been hearing "Ocean" units on DPS channels recently, any idea what those are?

They are units that are working extra duty jobs. Highway construction sites, traffic control, etc.

I thought the Victor suffix units were those working the highway construction details? (ex. 1923 Victor.) Has that changed?
