I don't specifically know for Durham but everywhere else in the state that has Duke listed is showing 800Mhz and unless something has changed they are on OpenSky so monitoring would be impossible. There are several licenses shown for "Duke Energy Business Services, LLC" in Durham county (and else where in the state). All but one on the list is in the 800Mhz band but 153.63500 comes up as well. Labeled as "paging" so it may be pagers or it may be load control. I recall several years ago I was subcontracted to install and survey load control equipment for Duke and the the testing tool we used to trigger devices we were servicing was VHF in the 150.000's somewhere. As for listening to operations though I suspect you're out of luck.
