Do you use your radio at home only? You could try 2 things. First, turn off all sites except the one closest to you and see what happens. If it starts picking up more than it may have been stuck on distant towers.
Or leave it as is and take it closer to the walker tower and see what happens..
Also not sure exactly what talk groups are what but Poughkeepsie city police have an encrypted talk group on that system and even tho you hear dispatch on patrol1, much of the action your family member says is happening may be taking place on the encrypted talkgroup.
