The talkgroups appear to be assigned on a detachment basis. It would appear that they are being assigned with 2 detachments per talkgroup and on an alphabetical basis. This should make things somewhat easier.
Subdetachments are usually distinguished by a different zone number in the softid. In Central, Huronia West is the main detachment and uses the 1H softid. Springwater is a subdetachment and uses 1H1xx softids.
