Eastren Kentucky frequencies?

Can anyone tell me a website that I can find some good frequencies for eastren Ky, primarly Letcher co.? I also need some opinions on a pro-70 scanner, are they any good? I bought one off ebay for a total of $29 after shipping, is that a fair price?

and the Pro70 is a no-frills scanner that should be able be able to hear your local Police...
