Ham repeaters can be finicky , they can go off the air for any untold amount of reasons. There was a time that some repeaters where exclusive to a clique and no access for others. The owner of the site may have told them you gotta go and on and on etc
Repeaterbook or amateur council change often and frequently.
All you can do is monitor and kerchunk or get involved with a club to get the inside scoop.

I'm going to guess that if there is no on line presence like there is in BC. You are dealing with outdated beliefs and people that have the clique mentality.
