EDWARD units in LaSalle County?

Hearing "EDWARD" units with what appears to be coverage testing on STARCOM21 TG 30306 (SWIT IL-RGN 3, formerly ITTF Region 3B). They're using what have been previously IDd as LaSalle County EMA RIDs (100011xx), working "LaSalle County" and each other.

Does anyone know which LaSalle County agency uses "EDWARD" identifiers? I listened to LaSalle County Sheriff traffic on Broadcastify and heard "PAUL" identifiers.

Maybe Earlville, IL PD?

According to the LaSalle Co CARMA profile P units were county SHF and E units were Earlville PD.
I saw that as well in the CARMA LaSalle County Profile (now 13 years old). Earlville is not far from the northern border of the county, but these units were in various locations around the county (and even in the Grundy County portion of Seneca). Dunno if this was them or not.

Hearing LaSalle County Sheriffs Department units PAUL 2 and PAUL 39 performing coverage testing with their dispatch on SC21 TG 30306 tonight. Perhaps they're looking for options to Clear Talk?

(I posted a reply yesterday, but not sure where it went) E units could be EMA or ETSB for the 911 board, doing range testing.

I searched the board minutes, etc, and couldn't find anything, although the last 3 months of minutes are not available.

Maybe they are getting a Federal grant, which requires them to use P25.

ISP E-Edward Units are Executive Protection, and have heard them using "10-41 E-Edward Paul" when coming on duty. This is my current list for E-Edward Units:

Edward units on lasco 155.700 vhf or on their dmr channels is the EMA employees call signs. Also they have been testing starcom out with ema radios on ITTF Region 3b . They are talking about switching to startcom since they have so many deadspots with the curreent DMR system they use.
"PAUL" identifiers. is the deputies call sign

Emergency Management Agency or IEMA .
