EPD in pursuit of a newer model Toyota Highlander, color gold, NJ reg ZYT-20A. Currently northbound on US 1&9 toward from Fairmont towards Newark weaving in and out of heavy traffic. Occupied 2x by black males. EPD having issues keeping up due to traffic density.

EPD units are not allowed to pursue vehicles into Newark. Very bad blood between the two departments.

Most criminals are aware of and take advantage of the situation.
