You need to look local as many Departments are now moving to CAD Systems for Dispatching as this may be what has happened in this case.
Our little Town of 12,000 the Fire Department has moved to a CAD System. Everything the Dispatcher types in the call is displayed on the Ipad in each piece of equipment and is already in your report. This is all done over Cellphone Data Network. Or as posted above it is encrypted traffic.

Thanks a ton for the help and replies. They still use dispatch, it just disappeared from tg while the unit traffic remained.

Not necessarily. I can tell you for a fact the consoles are now encrypted. had to retouch all of our radios to add select encryption on Cobb, and they are indeed headed that route.
