Why would this be an application for a "NEW" system rather than an application for adittional tower sites (which they could certainly use) for the GRRS which Erath County currently uses, at least partially.
The 'new license' is for a different set of frequencies, not the same ones licensed for the current three sites for
GRRN. One site is northwest of Stephenville, and the other roughly northeast. If these, eventually, are tied in to the GRRN system, you'd have five sites (one of them, Stephenville, with two actual towers) with five different sets of frequencies, instead of a countywide simulcast.
Looking at license history for the Stephenville site for GRRN, I see that a second tower was approved, last
September, in the Dublin area. I haven't been able to travel since last summer, so I have no idea it it has been constructed & is operation. Technically, with two towers, using the same set of frequencies, that might reclassify the Stephenville site as simulcast. (Normally, I'm somewhere in that area at least every other month, either visiting a friend in southeastern Stephens County, or dining at a cafe in Bluffdale.)
Looking at the minutes for the
Erath County Commissioners Court meeting minutes, there's only a couple of references to radio system issues.

The "Glen Rose" site (
Site 3 for GRRN) is at Chalk Mountain, southwest of Glen Rose proper.
Back when GRRN was being discussed & planned, there were very few direct references to the system or it's components (such as tower locations) on the Erath County Commissioners Meetings and Stephenville City Council.
