If my memory is functioning properly today, Essex County was supposed to originally build out a 4 or 5 site, simulcast trunking system intended to serve every County agency. This plan has been talked about for almost 20 years.
Funding and environmental issues were responsible for stalling the project. Tall towers were going to be required in several County parks and Essex County went broke along the way.
There was one tower constructed - a 375' free standing one in the Eagle Rock County Reservation in West Orange. I think the Feds funded that one post 09/11/2001.
Other towers were supposed to have been built in Millburn (South Mountain Reservation) and Livingston (Riker Hill County Park). I forget what the other sites were (maybe the Prudential Tower in Newark though, and something near Nutley).
Since the sites needed to provide simulcast trunking were never built out, the system was never fully made operational. The County Sheriff uses a Motorola conventional system.
