From what I know, most jurisdictions that had older generation trunking systems and bought new ones did not keep the old system as a backup. The obsolescence or pending obsolescence of the older, unsupported system is often the justification for buying a new system.

The first system the school used was licensed to the County and uses an FRN of 0002064319. The license of DMR system (WRJI389) is licensed to Fairfax County Public Schools and uses a FRN of 0015113491. That's why it did not come up under the licenses for the County.
