Wow its amazing, actually a new IG FCC License being issued that the emission is not

7K60FXD 2-slot DMR (Motorola MOTOTRBO) TDMA data
7K60FXE 2-slot DMR (Motorola MOTOTRBO) TDMA voice

Every time new FCC License pops up around the Lehigh Valley they seem to license right away with these emissions and 90% of the time have found them to be DMR there are a few occasions they use both.

There is no such thing as a "digital license".
You can have both analog and digital emission designators on the same license.
The fees are listed at https://apps.fcc.gov/edocs_public/attachmatch/DOC-335298A1.pdf (Part 90 fees start on page 21.)
If the licensee is a government entity there is no fee charged by the FCC.
