Has anyone here ever successfully been able to contact a real living breathing person behind the FCC online database systems, such as the General Menu Reports and Universal Licensing system? These systems rate of being functional and usable lately have been less than 25%, and I'd like to get in touch with someone to see why it's operating so poorly. I continually file tickets but I suspect the response is automated and not ever actually checked by a human.

They are run by government contractors, not the FCC. You submit the ticket to the FCC and it gets forwarded to them. Chance of you ever being able to get in touch with anything more than a call taker at the FCC is next to impossible. I've tried multiple times. Your tax dollars at work.

If you go on at 3:13am, on the first Tuesday, after a full moon, on any month except August, your success rate will be higher.
Right before a trip and you want to research records, the exact opposite. You log onto the General Menu Reports and a small explosion happens somewhere.
