FDNY- Hearing Unencrypted Transmission for a Few Seconds

Every few weeks, I hear Fire Operations 12768 transmitting without encryption for a few seconds. During this time, I can hear one side of the conversation, but the other side is encrypted. What could be the reason for this?

What type of system? On my local (very busy) P25 system I sometimes hear voice on the control for a short bit then I think it moves off to one of the trunks. Just a guess on my part.

Seeing "FDNY" and "encrypted" in the subject line caught my attention. Risking flaming/ridicule :) , is anyone aware of plans to change over the FDNY UHF/VHF dispatch channels to digital /encrypted? Thanks.

This topic has been beat to death on here if you took the time to read the topic. The trunked system is encrypted but the conventional dispatch is not encrypted.
I understand that this topic is the ICN system. Obviously the conventional VHF/UHF dispatch channels are not encrypted as I'm listening to them right now. That was not my question, but thanks. Mods, please delete my posts in this thread if you see fit.
