I tried googling for NISPERN with no joy - I assume N stands for National but apart from that I'm lost.

I believe i heard them last week too, they are probably turning on and off patches to various systems testing them for DNC things

Interesting, youre right! the RIDs are actual RIDs, not just 1. Im guessing it has something to do with the DNC.
Did you catch the interop test at 10:00am? They do it pretty much every week on wednesdays

Yes I figured they would of stopped doing it by now for years its been the same nobody responds because its a participate if you want type thing. The guys on the CG system now are FBI guys. Even with them being encrypted you can see the IDs belong to the FBI.

yep, FBI runs the interop net, and they use the system quite a bit. 31xxxxx are FBI RIDs, disappointing that nobody responds
