First Net as Primary Communications System

I have been told that NFPA1225 and ISO (Fire Classification) prohibits the use of LTE PTT as a primary system for Fire Departments. Can anyone confirm this? Can anyone provide specific language in the standards.

17.3.3.1* Analog System Requirements. Systems shall be equipped with a coded squelch system to minimize the reception of out of system on-channel signals interference.
17.3.3.2 Digital Conventional System Requirements. Digital conventional systems shall comply with TIA-102.BAAA, Project 25 FDMA Common Air Interface.
17.3.4.2* Digital Trunked System Requirements. Digital trunked systems shall comply with TIA-102.BAAA, Project 25 FDMA Common Air Interface, or TIA-102.BBAB, Project 25 Phase 2 Two-Slot Time Division Multiple Access Physical Layer Protocol Specification, and with TIA-102.BBAC, Project 25 Two-Slot TDMA Media Control Layer Specification, and shall meet the requirements in 17.3.4.1.
NFPA1225 doesn’t explicitly say you can’t use LTE, it states that conventional systems shall be either analog or P25 and that trunked systems shall be P25 Phase II. This not only means no LTE, but no NXDN and no DMR.

I've only been told by several local Fire Chiefs. I have not seen the documentation. Why I'm asking.
Fair enough, I know the Marietta Fire Chief I can ask him whenever I get a chance

It doesnt say the TRS has to be Phase II, it also allows Phase 1 FDMA (Quoted from your post for clarity).

So does this now bring a question of systems that are relying on LTE/WIFI for coverage in buildings,schools etc.
that do not have LMR signal in said buildings.
Is it not then considered primary IF the radio is being used and that is the only means of communication at that time.
Curious minds want to know..well one anyway
