NOPD uses M/A Com LPE-200's (I know because I looked at what was on a guy's belt once a couple weeks ago), which operate in the 900 MHz area, and are probably on Provoice....bastards  ...

I also am new to the scanning world. I have a few questions as well.
1. I have an old Regency R1040 that is showing signs of wear and tear. Should I consider upgrading?
2. The antenna is broken. Should I get an antenna from a non-working unit or try to fix it up with a BNC connector?

Any other info would be great.

They may well use LPE's. The NOPD uses the New Orleans Public Safety System, which is an 800 MHz EDACS standard system, using a mix of ProVoice and analog. As I stated earlier in the thread, all of NOPD is using ProVoice, some of NOFD is ProVoice and EMS is analog (or at least was last time I listened.) LPE radios come in various flavors, just because it is an LPE, does not indicate it is a 900 MHz radio. I would venture to guess that most LPE's in service are in the 800 MHz range, but I don't have any hard facts to back that up. Any dual trunking type of scanner can monitor the New Orleans system, the question is how much you will hear.

I highly recomend upgrading / updating your scanner. There are some good deals now on radio shack scanners if you have a store near you that is closing down. Depending on where you live, you peobably will not be able to pick up too much on that scanner.

As far as the antenna, my opinion is not to put any money into that regency, I'd put it towards a new unit.

Good Luck
