Flagged Delta?

When at an event Saturday an OPP cruiser arrived for a paid duty. Needless to say my non trunking scanner now was quite active with OPP traffic. Got to love those vehicle repeaters.
My question is I heard a 10-29 return come back as Flagged Delta. What is this? I know Flagged Mike, Sierra and Victor but Delta?

I am going to take a guess and say dangerous.

I know A = Armed, and sometimes A = Armed and Dangerous

But the person could be dangerous but not armed for Delta
