"Flightcheck 86"

Picked up something a little different this morning on 124.325 (Cleveland Center). It was an aircraft with callsign Flightcheck 86. It was headed towards Buffalo and the pilot state that he was going to do some Tacan work at Niagara Falls. Is this a military or FAA flight?

A flightcheck will fly all approaches and navaids to make sure the equipment on the ground is sending the correct signals to the cockpit.
