They use nextel. No monitoring of Disney. Reedy Creek which is the government end of Disney encrypted. (They don't want anyone to hear about medical/fire calls)

The onlything that isn't secure on Dispney property is the amateur radio equipment, but I have never had a QSO on it the times that I have been there.
