Florida Trunked System Naming Updates

We are going to be doing some modifications to the SYSTEM NAME (only) on several trunked systems in the state of Florida.

This is to standardize the naming conventions within the database - so you will be seeing a lot of green "changed" indicators within Florida.

Be advised that the wiki page links associated with the changed-name systems are broken. We will be working on that today.
