Is it possible for a RadioShack pro 197 to listen to FMN frequencies?

Yes. All scanners can listen to FMN (referred to as NFM in most scanners).

I think so. It should be in the channel parameter settings. You can change it by holding on the channel you want, press program, then edit, and then modulation, and pick NFM.
