TRX-2: Format Sandisk micro SD 32GB Adapter

I am trying to format a sandisk micro SD 32GB adapter for my Whistler TRX2 scanner, using windows 10. When I put the card in, it doesn't recognize it, however, when I put the 4GB card in my computer, the one that came with the scanner it recognizes it without any problem. I purchased the card at my local Wal-Mart in the photo lab section. Any help that you can provide will be greatly appreciated.

Google and download Rufus. Very good formatting tool.

It needs to be FAT32 with 32K allocation blocks. I can't remember if Windows can do it without help from extra software.
