freqs. outside of amatuer radio?

How, where, do i find out about freqs. outside of amatuer radio? I can go to ARRL.ORG to find out Amatuer Bands; but what is outside of that? 70 centimeters - 440-450mhz, who and what uses the freqs. before and after that? that was just an example. can anyone help me out?
