I wonder why County jail encrypted now

Ok that’s weird
Actually it isn't weird, many jails and prisons are joining the E-wagon citing increased security concerns (real or imagined). Another reason is many jails are operated by the county sheriff many of which are switching to encryption for their radios, thus jails are a part of the switch.
When you look at the security needs that go on in jails I can see the need for the big E.
