Short answer is no.

Unless you live in an area that people would be extremely interested in listening to, RadioReference does not supply the equipment.

On the other hand, since it looks like almost everything in your county is VHF or UHF analog, you really can pick up an older/used scanner cheaply on sites like e-bay. For what you need, even the most basic scanners will work just fine.
