Gewin?

From what I see on the GEWIN page, this system appears to be all about Cobb County. What is the purpose of the GEWIN system that's labeled Metro Atlanta GEWIN? Who uses this? Does anyone monitor this and hear activity? Is this what will become the Atlanta P25 system? It looks like there are five towers on the Metro Atlanta GEWIN. Does this system allow other users like Gwinnett roam outside their counties?
I'm curious about the purpose of this system, if it's being used or if locals just had to spend federal grant money before the time to use it expired? Seems like every county that's going 800-digital is getting their own system.

I doubt seriously that the GEWIN will ever get going. If it was, then we would be seeing all of the other P25 systems with similar connect tones, tower configurations, etc. Personally, I wish that we would scrap the GEWIN from the Georgia TRS files and list it as Cobb County, since the frequencies are listed to Cobb County and NOT the State of Georgia!
