I do notice a difference in the signal strength between Site 101 and Site 102 from my hill. Site 101 comes in at 5 bars on my BCD396XT, while Site 102 typically comes in at 3-4 bars. So I think they are indeed operating from the licensed sites. You have pretty unimpeded line of sight to Bald Peak (except for somebody's hill), so that would explain the strong control channel.
I get the opposite, EDIT - STAND BY I THINK I MESSED THIS UP!!!

101 (773.38125) is 98-99% and mostly 5bars but sometimes drops to 4 or 3, with ATT on to drops to 3 and and sometime doesn't receive T at all.
102 (770.61875) is 99% and 5 full bars and with ATT on drops to 98% and 4-5 bars
EDIT: But remember, that even though "the hill" blocks my eastern signals, there's a lot of terrain between my canyon and Mt Tam also.
and picking up Sonoma today, 3-4 bars but mostly dropping out (no T)
