Granby+Surrounding Area Signal Codes

Can anyone tell me what the "signal codes" are around here? Where I used to live, signal codes were not used. I have emailed Mr. Watkins. He was the chief of police like a few weeks ago and now it is someone different. I am also not used to the ten codes used by the Granby PD. They say 10-99 which I assume to mean in service when I am used to 10-8. Mr. Watkins emailed me back and said for security reasons, he could not tell me. What is the security reason may I ask? Please help me if you can.

Probably not. However, I regularly email one of the dispatchers where I used to live and I don't think that they were bothered. I was hoping he would be more helpful in providing me that info as if it was a security risk to him, they would be encrypted.

Sorry if I was asking too much information; I just didn't want to give out all that info to someone I didn't know, or put it into the wrong hands, if you know what I'm saying.
