My GRE PSR-500 is not a 'cure-all'.
I also have a uniden BC-296d (older scanner, but still a trunktracker IV)
When you talk about simulcast systems, are you talking about statewide multisite systems? (like OHIO MARCS)
Multi-site systems:
The hi/low roam threshold settings definitely are not perfect. For example, I have my low threshold at 93, and high threshold set at 99, and I still have the thing picking up a neighboring site's tower w/ garbled transmissions vs. hanging onto the nearest, strongest tower's voice (prefered)
This is an issue when mobile. The only thing that helps this out is switching off of my mobile Larsen tri-band antenna (w/ an excellent ground plane on top of my pickup truck) to the stock rubber duck. That 'filters' out the crap signals. There's an attenuator button also, but stock rubber duck works best and squelching those weak distant sites when mobile - monitoring an 800 MHZ system
Of course, then my reception of VHF goes down the tube, and UHF reception becomes nearly non-existent.
I really feel that Uniden's GPS-based functionality would be a better fit for me than these 'less-than-pefect' high low threshold settings on the GRE product line.
County-wide Simulcast systems:
Now, if you are talking about true 'simulcast' systems where each tower in a county is broadcasting exactly the same thing for that county's system.... It works pretty good, but still I get surprised at times when Im in an area that should have good digital reception and I get broken / cut offs of digital audio. I need to play around with the attenuator more and see if thats due to nearby cell tower's etc. causing interference.
