I'm surprised this hasn't garnered more attention, because TETRA is pretty much the end game as far as scanner listening is concerned.

Even if a scanner manufacturer were to make a scanner capable of receiving TETRA, it's encrypted over the air by default. Motorola, who owns a stake in TETRA production overseas, has done everything they can at the intellectual property licensing level to block TETRA from being sold in the US to protect their P25 interests, but it looks like they finally lost that battle. And the thing of it is, when it's built out right it works pretty good - sort of like IDen or OpenSky if they were designed better, and the portable radio size is on par with a large cellphone.
