ground a antenna

I am using a PCTEL Maxrad BMATM38 NMO. To ground a scanner antenna Solder 1 ground wire (Green) to the central core 2 ground another wire to the mount Bracket then both to the ground rod. is this right?

No.

For us to give you an accurate answer about how to best do this, you'd need to give us some details about exactly what your installation is.

You could get a lightning arrester which is basically like a barrel connector that you hook up to the coax, but it has a connection to attach your ground wire which then goes to the ground rod.

Well, when you mentioned ground rod, that suggests you're using this thing for some kind of base setup, like at a house? Then just solder the coax to the NMO and forget about the grounding yet. Or better yet, why not just get an NMO mount that already has coax included to make things easier? Or are you soldering your own coax to get a longer run for a base setup?

Either way, then get a lightning arrester that connects at the end of the coax like a barrel connector, then another piece of coax to the radio. Then your ground wire attaches to the lightning arrester and is connected to the ground rod.

^ Can't understand what you're saying. But why an NMO for a house install? NMOs are really meant for mobile installs on vehicle roofs. There's way better options for a house.

in my naberhoods I can not have a antenna higher then direct tv dish. and a NMO mount is already on my house

The person who owned my house before me. was a Ham Radio Operators he told me what the Mont was. A shop was going out of
business. I saw a Larsen NMO150/450/758 Mobile Antenna Tri-Band 150-165,450-470,700/800MHz, ever thing I needed for it, and 25
feet of lmr 400 cable. I offer $25.00 he accepted it. this why I putting it on my house. I can do wrong with $25.00

OK, I think this is starting to make some sense.

If it's a mount like this, then ground the mounting bracket where it attaches to the pole:

You also need to ground the coaxial cable where it enters the house. Simply grounding the mount isn't enough. Use one of these:

If the NMO mount that the previous owner installed was left uncovered, make sure you check everything really well for corrosion/damage.

No mount on my house now only a Bracket

OK. So, a dedicated base antenna would work better/last longer, but we all have limitations on what we can do.

If you are going to do an NMO mount, then get one of these:

That'll let you put an NMO base antenna on top, have the necessary ground plane under the antenna, and will allow you to connect your LMR-400 underneath. The LMR cable will need to have a type N connector on it. If it doesn't, get one installed.
You also need to carefully waterproof the outdoor connections to keep water out:
Hint: you can get those waterproofing kits much cheaper off e-Bay.
