My Sirio SD 1300N discone is mounted using a chimney mount. It's up about 25 feet. The mast section with red arrow is aluminum and the section with the bluish arrow is fiberglass. How would you folks suggest I ground this antenna?ground.jpg

Ground at the aluminum support pole. Run your ground wire (6 gauge) straight down to a ground rod. Per NEC, your antenna ground and home electrical ground needed to be bonded together.
Also, you need to install a lightning suppressor where the coax enters your home.

Can you install a 2nd ground rod if the antenna is far from the home electrical ground rod?

Yes. As long as the new ground rod and the existing ground rod are bonded together.
It's a good idea, you want to get any lightning down into the ground as easily as you can, best way to do that is a rod right under the antenna. NEC requires that ground rod be bonded to the existing one to keep potentials the same.

So do you bury the wire a few inches underground or you attach it to the outside wall? Does it have to be insulated?

It must be buried or protected from coming into contact with people or damage. Any underground connections must be exothermically welded (i.e. no mechanical connections). It can be run in conduit but must be bonded to the conduit at both ends.
