Hamilton county RACES program

Anyone know anything about this program or the people involved? I saw that RACES was instrumental in getting the Hamilton County Council to approve funds for a new $7700 tower to be built next to the existing tower at the Noblesville Police Department for emergency communication by amateur radio in the event of a failure in the 800 mhz dispatch system or disaster. The council specifically mentioned that amateur radio was instrumental for "weather and road condition updates." So, what do you know about RACES?
