Hawthorne FD, PD, and EMS - Passaic County

At a fire scene today, someone told me that the Hawthorne Borough Council just approved the purchase of all new radios for Hawthorne PD & FD. PD just recently switched over to NJICS. Anyone have a clue as to why both agencies would need new radios now?

Maybe they're all switching to the state system. The Passaic cell is coming online, so the timing is good.
