I couldn't find anything in the wiki with a clear cut answer, but for different RCAG sites, I see a frequency listed as "Hi, Super Hi" or in some cases "low", is that in regards to if it's a hi-frequency, super hi, or low in respect to if it's like a UHF air, VHF air, or HF air, or are they in regards to elevation?

I think I had read there were guidelines/limits, but not sure where I saw this.

It depends on how busy the sector typically is regarding the division of airspace. Typically, LO is up to Fl180, sometimes FL230. High can be up to FL600. As I said, it depends upon how busy the sector usually is as to how they divide it.

As others have mentioned it refers to the altitude limits of the sector. Low generally refers to FL230 (23000 feet) and below, then High FL240 and above, and Super High are any additional sectors above High. There really is no standard and it can vary between areas.

For example the airspace above your location, Sector 33 Buffalo Low 125.200 extends up to FL270 (27000 feet), then above that Sector 37 Geneseo High 128.025 extends from FL280 to FL320, and above that Sector 39 Steuben Super High 119.375 extends from FL330 to FL600.

Pretty much been answered already very well. The exception is that most sectors do not end at FL600. It is Class E (controlled) airspace above that, and very much controlled by ATC. So pretty much all the high/ultra-high/super-high sectors go to unlimited as the ceiling.
