I would guess marine VHF-FM radio, but a location would help. You should just enter the marine radio channels in a scanner. Even a older basic scanner can receive these transmissions.

The Pro 164 has an automatic search feature for several of the public service bands including marine, FRS/GMRS/MURS and ham bands. All you have to do is punch "search" and keep hitting it until you find something you wish to search. Use the up/down arrow keys to move through the frequencies if they don't search through them. You should be able to find the boats on the lake regardless of what type of radios they are using.

Inland lake will have little radio traffic, Chan 16 (156.800) is the hailing and distress channel and should be monitored. Boats will then move to another channel to chit chat.
Large bodies of water, Intercoastal waterways and Oceans will provide alot of radio traffic.
Hope this helps some

By chance do the "loud beeps" happen as they are starting and stopping boat motors? could be your hearing ignition warnings on "quality bass boats???
